The IEEE Editorial Style Manual for Authors  (PDF, 732 KB) contains a formal set of editorial guidelines for IEEE Transactions, Journals, and Letters, including:

The IEEE Mathematics Guide (PDF, 718 KB) illustrates how mathematical equations should be rendered in a technical article.

The IEEE Reference Guide (PDF, 464 KB) outlines how to cite a variety of references in IEEE style.

For spelling reference, IEEE uses The Merriam-Webster Dictionary. For guidance on grammar and usage not included in the IEEE Editorial Style Manual, consult The Chicago Manual of Style, published by the University of Chicago Press.
